The National Crime Victimization Survey is the federal government’s primary tool for measuring crime that goes unreported to police. Run by the Bureau of Justice Statistics since 1973, it surveys about 240,000 people in 150,000 households each year, asking whether they’ve been the victim of a crime โ€” regardless of whether they called the police. Because it captures crimes outside the official record, the NCVS is the essential counterpart to NIBRS. Where NIBRS shows what police know about, the NCVS shows the broader picture. For violent crime, the two data sets together consistently show police data captures only about half of what actually occurs. The survey covers nonfatal personal crimes โ€” rape and sexual assault, robbery, assault and personal larceny โ€” as well as household property crimes, including burglary, motor vehicle theft and theft. For each incident, it collects information on the offender, the circumstances of the crime, whether it was reported to police and why or why not, and the victim’s experience with the criminal justice system.
